  • Overview

    Please review the proceeding sections to ensure the correct submission of the LEA's 2025-2027 Title III application. In this Jotform, you can save your work as you complete each section by clicking the "Save" button at the bottom of each page.

  • An LEA's Title III funds must “supplement and not supplant” [3115(f)(2)(g)] Lau Requirements, i.e., required state- and locally-funded English language development (ELD) services to be provided to each EL student in the corporation. The primary objectives of Title III are to increase English language proficiency and academic achievement in the core academic subjects, to provide high-quality professional development to LEA staff, and to engage families of English learners in the school community and educational process. 

    To ensure that LEAs meet this requirement, an English Learner Plan that details core ELD services, as well as EL-related assurances, must be completed within the Pre-Application. Once the Pre-Application is submitted and approved, you are eligible to begin utilizing approved Title III funding on or after July 1, 2025.

    To assist with your completion of the 2025-2027 Title III application, it is strongly recommended to review the Title III Application User Guide. This document contains step-by-step instructions on completing the Title III application and budget table, highlights allowable and non-allowable expenditures, and provides directions and forms for consortium leads and their members.

    The 2025-2027 Budget Table also includes instructions within the Excel document to complete the form.

  • Part 1: Local Education Agency (LEA) Information

  • Consortium Lead Application

  • Steps for Consortium Lead Applications:

    1. Consortium leads and their LEA members must complete a Consortium Participant Agreement Form. Consortium leads will submit these forms later in the application. Title III Consortium Participation Agreement Form can also be found on the IDOE Title III webpage.

    2. All LEAs participating in a consortium (including consortium leads) must complete and submit the narratives within this application individually.

    3. The Consortium Lead will submit an application with a Budget Table for the consortium as a whole. Only the Consortium Lead needs to submit a Budget Table.

      Please note:

    If there are expenditures that are unique to an LEA member, and not pooled with entire consortium funding initiatives (i.e., an LEA using funds for their own PD opportunity, apart from funding a consortium-wide conference), they must be clearly described in the Consortium Budget Table descriptions, indicating specifically which LEA those funds will go toward (i.e., “Stipends for EL PD for LEA #XXXX”) 

    Consortium leads may choose to have their LEAs complete their own Budget Tables. The consortium lead would then upload one comprehensive, yet general Budget Table for the consortium, then upload additional, specific Budget Tables of the individual LEAs.

  • Steps for Consortium Member Applications:

    1. Consortium leads and their LEA members must complete a Consortium Participant Agreement Form. Consortium leads will submit these forms later. Title III Consortium Participation Agreement Form can also be found on the IDOE Title III webpage.

    2. All LEAs participating in a consortium must complete and submit the narratives within this application individually.

    3. The Consortium Lead will submit an application with a Budget Table for the consortium as a whole. Only the Consortium Lead needs to submit a Budget Table.

  • Part 2: Non-public School Participation in Title III

    In this section, you will assure that all non-public school consultations have been completed as well as indicate which non-public schools are participating in the 2025-2027 Title III grant. Please confirm the total Title III Equitable Share amount for your LEA's 2025-2027 application before submitting.

  • Non-public School Consultation Assurance

    Toggle the switch below to indicate "yes" to assure that you have consulted with all eligible non-public schools within your geographical school district boundaries regarding Title III program eligibility. Evidence must be provided through submission of your corporation’s 2025-2027 Pre-Application, as well as produced in the event of IDOE onsite or desktop monitoring.

  • Participating Non-public Schools: Below, list only those non-public schools that have opted to participate in Title III for the 2025-2027 grant. If none are participating, leave this section blank. At the end, enter the total the amount of all participating non-public schools.

  • Part 3: Program Narratives

  • WIDA Standards

    It is requirement that schools implement English language development standards, and Indiana has adopted the WIDA Standards to meet this requirement. WIDA has recently released an updated framework for their standards, the 2020 Edition of the WIDA Standards.

  • Title III-Funded Professional Development

    Title III funds must be used to pay for Professional Development for EL and classroom teachers, principals, administrators, and other school leaders [3115 (c)(2)] that is:

    1. Designed to enhance the ability of teachers, principals, and other school leaders to understand and implement curricula, assessment practices, and instructional strategies for English Learners;
    2. Effective in increasing teaching knowledge and skills of such teachers; and
    3. Of sufficient intensity and duration (which shall not only include activities such as 1-day workshops and conferences) to have a positive and lasting impact on the teachers’ performance in the classroom.
  • Title III-Funded Family & Community Engagement

    EL students' Family and Community Engagement is a required activity for Title III (3115(d)(6)): "Providing community participation programs, family literacy services, and parent and family outreach and training activity to English Learns and their families". Title III funding MUST be used to pay for this activity.

  • Overview of Additional Title III Activities

    Apart from the required Professional Development and Family & Community Engagement activities, provide a concise overview of the supplemental 2025-2027 Title III-funded activities to be carried out during this grant period.

  • Part 4: Budget & Additional Uploads

    In this section, upload the budget table and required job descriptions. 

  • 2025-2027 Title III Application Budget Table:

    Complete the 2025-2027 Title III Budget Table and upload the file below. Instructions for completion of the Budget Table are included in the first tab of the file. Please ensure all pages of the Budget Table are completed, that it accurately reflects your allocation, and clearly describes all expenditures.

    NOTE: The application file must remain in Excel format; please do not submit PDFs.

    If Title III funding is utilized for the salary/benefits of an individual within your budget table, it is required to upload a detailed job description for these activities. Title III activities must be supplemental to the district’s core EL program detailed in the Pre-Application, and the job description needs to clearly show the supplemental nature of Title III-funded activities. It does not have to be an official HR job description, but an EL program job description. The job description must be shared with the individual performing these duties.

    Note: If split-funded, please highlight or clearly indicate the responsbilities, duties, or activities that are Title III-funded.

    NOTE: The budget table should include both LEA allocations as well as the participating non-public schools equitable share amount. 

    NOTE: Consortium leads may choose to submit additional individual Budget Tables to delineate LEA expenditures within the consortium. However, the Consoritum Budget Table as a whole must reflect all LEAs participating.

    NOTE: The buget table file must remain in Excel format; please do not submit PDFs.
